With no device even active, the PS4 plugin was slowly building up DPC latency from an average 75μs to well over 150μs in as little as 30 minutes. It has been determined this is due to the enumerator and device finder itself opening multiple instance of a possible PS4 device then never properly closing them causing a new device to appear in memory every 5 seconds.
